Central law applies everywhere in the tricity

The Prohibition of Electronic Cigarettes Act, 2019 is central legislation, so it applies identically in Chandigarh UT, in Mohali, Zirakpur and Kharar (Punjab) and in Panchkula (Haryana). Nothing about crossing a sector or district boundary changes the central framework.

The local enforcement layer

On top of the central Act, COTPA 2003 rules on public smoking, mandatory signage, and sale near educational institutions are enforced locally. Chandigarh Administration, the Government of Punjab and the Government of Haryana each issue their own notifications and run enforcement drives through district tobacco control cells.

Practical consequence: two neighbourhoods a few kilometres apart — Sector 17 in Chandigarh and Phase 5 in Mohali, for example — can be covered by different notifications and different enforcement teams.

Age restrictions
